Its free but you have to pay for the Game itself. Then its free they are currently working on a mod that will allows co-op(by me saying currently it means there have been no updates) And they also made a Beta version of this mod for Oblivion but it was cancelled.

Looks better than Oblivion from a certain opinion.
The dudes heads though...they look so fucking weird.
